The only body on this chart whose governing claim is that the apostolic office is currently filled. That claim is what licenses the warfare practice, which is why it belongs on the authority axis and not only on 'where'.

What this body is doing

Wagner named this in 2001 for a pattern he had been describing since the late 1980s: churches ordered under apostles and prophets held to be given to the church now, in networks of relationship rather than in denominations with constitutions. The corpus already held the practice texts — the territorial spirits material sits in the deliverance sources — and had nowhere to file the government that authorises them.

That is the connection worth drawing out, because popular accounts almost always separate the two. Strategic-level spiritual warfare — naming the spirit held to hold authority over a city or a nation, and addressing it in organised prayer — is not a technique that anyone might pick up. It is claimed as the proper work of an apostolic office, and the argument for the practice rests on the argument for the office. A body that does not hold the office is not making a smaller version of the same claim.
